Helicopters to Conduct Aerial Larvicide Treatment in Multiple Towns

MORRIS COUNTY — The Morris County Division of Mosquito Control will be conducting an aerial larvicide operation on Monday, August 12, 2024, with the time to be determined—weather permitting.

This operation will be carried out in cooperation with the State Mosquito Commission and the NJ Office of Mosquito Control Coordination. The product VectoPrime FG (EPA Registration # 73049-501) will be used to treat mosquito habitats, targeting the water-borne stage of mosquitoes (larvae) before they develop into flying adults. The helicopter will be operating over the following towns: Chatham Borough, Chatham Township, East Hanover, Florham Park, Hanover, Lincoln Park, and Montville.

EAST HANOVER — Montclair State University proudly congratulates the Red Hawks from East Hanover, who have been named to the Spring 2024 Dean’s List.

The Dean’s List, compiled by the academic deans after the conclusion of the Fall and Spring semesters, honors students who achieve a semester GPA of 3.50 or higher, provided they have completed at least 12 credits in GPA-contributing courses with no incomplete grades.

Chief Code Enforcement Officer William Isselin has issued a statement reminding everyone to cover their recycling bins with a tight-fitting lid securely. Due to high winds, this measure is essential to prevent recyclables from being scattered across sidewalks, streets, and neighboring properties.

“Your cooperation is greatly appreciated in helping keep our community clean during this weather event,” said Isselin. The community’s collective effort to follow these guidelines will contribute to maintaining the cleanliness and safety of the area.

Dover Police Remove Impaired Driver from Roads in Early Morning Arrest

DOVER — On Monday, July 29, at 2:25 a.m., a routine patrol along Route 46 took a grim turn, highlighting the sobering reality of impaired driving. Dover Police Officer German Liranzo noticed a grey Honda Civic driving dangerously close to another vehicle. The Civic, later identified as driven by Manuel Velizruiz, 29, Somerville, was following at a distance of fewer than ten feet, a reckless decision that immediately raised concerns.

Recognizing the potential for disaster, Officer Liranzo promptly initiated a traffic stop near Route 46 and Drake Avenue. As he approached the driver’s side of the vehicle, Officer Liranzo noticed the strong, unmistakable odor of alcohol inside the car.

When Velizruiz lowered his window, Officer Liranzo observed that his eyes were bloodshot and watery—classic signs of intoxication. The officer’s suspicions were further corroborated when Velizruiz admitted, albeit casually, to having consumed “two small drinks” earlier that night.

Officer Liranzo asked Velizruiz to step out of the vehicle. Velizruiz swayed noticeably as he stood, his balance compromised by the alcohol in his system. His attempt to maintain composure was futile; the signs of intoxication were undeniable. Despite his claims of being in good health and free of any physical impairments, Velizruiz struggled to follow even basic instructions during the Standardized Field Sobriety Tests. Velizruiz failed the field sobriety tests.

Officer Liranzo Velizruiz was placed under arrest for driving while intoxicated. He was then handcuffed and placed in the back of the patrol vehicle.

Back at Dover Police Headquarters, Velizruiz was reread his Miranda Rights in Spanish and was asked to provide a breath sample to measure his blood alcohol concentration (BAC). However, due to technical issues with the Alcotest machine at the Dover station, Velizruiz was transported to the Rockaway Borough Police Department, where the test could be properly administered.

Velizruiz was observed for more than 20 minutes to ensure the accuracy of the breathalyzer results. Velizruiz provided two breath samples, both of which revealed a BAC of 0.11%, well above the legal limit.

Upon returning to Dover Police Headquarters, Velizruiz was issued multiple summonses:

•39-4:97 – Careless Driving
•39-4:50(G)(1) DWI with 1,000 feet of school property
•39:4-89 Following too close
•39:4-50 Operating under the influence of Liquor or drugs

His court date was set for August 5, 2024. After completing the formalities, Velizruiz was released into the custody of his wife.

PARSIPPANY — Rose House is excited to announce the commencement of its annual 50-50 raffle fundraiser, with all proceeds dedicated to supporting the nonprofit organization’s Forever Home Project. This ambitious initiative includes the development of a 12-unit apartment facility designed for adults with special needs in Morris County.

With approximately 10,000 adults with disabilities in New Jersey requiring services, the need for special-needs housing options has never been more urgent.

“As people with developmental disabilities age out of school systems and as their parents grow older, we are committed to addressing this pressing issue by providing the necessary care for these individuals,” said Rose House CEO Tom Mitchell. “We can only achieve this through the support of our community, including fundraising events such as our annual raffle.”

The new apartment complex will feature:

  • 12 single occupancy apartments specifically designed for adults with developmental disabilities.

Hanover Township Says Goodbye to Retiring Fire Chief Joseph Martin

HANOVER — After 15 years of dedicated service, Chief Joseph Martin has retired from the Cedar Knolls Fire Department. Chief Martin served the community of Hanover Township with distinction, starting as a volunteer firefighter and steadily advancing through the ranks to ultimately become the Chief of the Department. His leadership and commitment to safety and excellence have impacted the department and the community.

During his tenure, Chief Martin was instrumental in modernizing the firehouse, improving training programs, and enhancing the department’s emergency response capabilities. His efforts ensured that the Cedar Knolls Fire Department remained well-equipped and prepared to handle various emergencies.

Man Arrested for DWI and Possession of Marijuana in Dover

DOVER — Early Sunday morning, Denilson Benitez was arrested for driving while intoxicated (DWI) and possession of marijuana following a traffic stop on Prospect Street.

On July 28, at approximately 2:13 a.m., Dover Police Officer German Liranzo observed a gray Subaru with a noisy muffler speeding southbound on Prospect Street at 50 mph in a 25 mph zone. The vehicle was also being driven carelessly. Officer Liranzo initiated a traffic stop near Van Nostrand Avenue and Prospect Street. As the vehicle stopped, it scraped its passenger-side wheels against the curb.

Upon approaching the vehicle, Officer Liranzo spoke with the driver, Denilson Benitez, 39, Wharton. During the conversation, he detected the odor of an alcoholic beverage emanating from the car. Additionally, Officer Liranzo noticed burnt marijuana cigarettes in the driver-side door handle and marijuana shavings on Benitez’s jeans.

Officer Liranzo asked Benitez to step out of the vehicle. Initially, Benitez attempted to turn the vehicle on as if to drive away, prompting Officer Liranzo to order him to turn it off and exit the vehicle. Outside the vehicle, Benitez exhibited signs of intoxication, including bloodshot, watery eyes, and the smell of alcohol on his breath. Benitez admitted to having consumed one alcoholic drink earlier in the night.

Benitez consented to performing the Standardized Field Sobriety Tests (SFSTs), which were conducted on a flat surface. During the Horizontal Gaze Nystagmus test, Benitez failed to follow instructions. In the Walk and Turn test, he used his arms for balance, stepped off the line multiple times, improperly turned, and stopped walking. In the One Leg Stand test, Benitez swayed, used his arms for balance, hopped, and put his foot down once.

Based on his performance on the SFSTs, Benitez was arrested for DWI and placed in double-locked handcuffs. Officer Liranzo read him his Miranda Rights in Spanish, which Benitez understood. Before transporting Benitez, the patrol vehicle was searched and found to be contraband-free. Bunky’s Towing towed Benitez’s vehicle per John’s Law.

A subsequent search of Benitez’s vehicle revealed an open container of marijuana in the center console, an open White Claw can behind the front passenger seat, and a foam cooler box containing nine sealed White Claw alcoholic beverages.

Benitez was transported to Dover Police Headquarters for processing. Due to an inoperative Alcotest instrument at Dover, he was taken to the Wharton Borough Police Department. Benitez provided two breath samples, but the Alcotest control test failed, necessitating further testing at Rockaway Borough Police Department. There, Benitez’s breath samples indicated a blood alcohol concentration (BAC) of 0.12%.

Following the tests, Benitez was returned to Dover Police Headquarters, issued traffic summonses

•39:4-50 – Operating Under Influence of Liquor or Alcohol
•39:8-1 – Failure to have an inspection
•39:3-70 – Noisy Muffler
•39:4-97 – Careless Driving
•39:3-40 – Driving after DL/Registration Suspended/Revoked

Benitez was released to a responsible party. He is scheduled to appear in court on August 5, 2024, at 12:30 p.m.

This incident highlights the dangers of impaired driving and the vigilance of local law enforcement in maintaining road safety.
