Law Enforcement Announces Arrests in Connection with Dover Kidnapping

Arrests Made in Ongoing Investigation of Dover Kidnapping

DOVER — Morris County Prosecutor Robert Carroll, Morris County Chief of Detectives Robert McNally, Morris County Sheriff James Gannon, and Dover Police Chief Jonathan Delaney confirmed two defendants have been charged in connection with an alleged kidnapping which occurred in Dover on March 19.

On the morning of March 19, 2026, an Apple iWatch belonging to a Dover resident sent an emergency SOS notification to Dover Police Dispatch. Dover Police officers conducted a welfare check at their residence and they were not there, but their vehicle was present. The victim’s Apple iWatch was located on the street approximately a mile away from the residence, and it appeared to have been damaged as if it was forcefully removed from their person.

A subsequent investigation identified a suspect vehicle, which was traced to Elizabeth. Police officers located the suspect vehicle. Following a motor vehicle stop, the two suspects – Siquaya F. Smith and Louis G. Cadet – were taken into custody.

The victim was located in the back seat and transported to an area hospital for treatment. The victim sustained a head laceration, broken ribs, and other injuries and was later released.

Siquaya F. Smith, 37, of Northfield, and Louis G. Cadet, 40, of Northfield, were charged and subsequently transported to Morris County Correctional Facility, pending future court proceedings.

Further investigation determined that Smith and Cadet drove to the victim’s residence, and while the victim was on their way to work, forced them into their vehicle. The victim was placed in the back of the vehicle, driven to an unidentified location, and allegedly threatened by the defendants to contact their financial institutions to transfer $25,000 to the defendants.

Investigators believe this was a targeted attack. This remains an active and ongoing investigation.

As of March 20, Smith and Cadet were both charged with first degree Kidnapping, second degree Robbery, second degree Conspiracy to Commit Kidnapping, third degree Aggravated Assault, third degree Possession of a Weapon for Unlawful Purpose, and two counts of fourth degree unlawful possession of a weapon.

Prosecutor Carroll said, “These arrests were the result of the combined and swift efforts of several law enforcement agencies – Dover Police Department, Elizabeth Police Department, Parsippany-Troy Hills Police, the Morris County Sheriff’s Office, and the Morris County Prosecutor’s Office Special Operations Division and MCPO Major Crimes and Missing Persons units. Thanks to rapid response by law enforcement aided by new technology in Morris and Union counties, we were able to locate the victim and bring an end to this dangerous situation in a matter of hours.”

JEFFERSON TOWNSHIP — The 8th Grade Boys Gold Team has once again proven their dominance on the court, capturing their fifth championship in the New Jersey Junior Basketball League (NJJBL) American Conference — and doing so with a perfect, undefeated season.

The remarkable achievement highlights not only the team’s talent, but also their consistency, discipline, and commitment throughout the season. Finishing undefeated is no small feat, and the team’s performance cements their place among the top youth basketball programs in the region.

Jefferson Museum to Feature Victorian Fern Craze Exhibit

JEFFERSON TOWNSHIP – The Jefferson Township Historical Society invites residents to explore a unique piece of history with its upcoming exhibit on the Victorian Fern Craze, opening Sunday, April 12.

The exhibit highlights the popularity of decorative fern displays during the 1840s, when ornate glass containers known as Wardian cases—early versions of today’s terrariums—became a fashionable feature in affluent homes. These cases not only showcased delicate plants but also played a significant role in transporting and preserving plant species for both ornamental and commercial use.

Visitors will learn how this botanical trend shaped both interior design and global plant distribution, offering a fascinating glimpse into Victorian-era innovation and style.

The exhibit will be open to the public from 1:00 p.m. to 4:00 p.m., and admission is always free. The museum is located at George Chamberlain House, 315 Dover-Milton Road, Jefferson.

Jefferson Police Report Nearly 4,000 Calls for Service in February

JEFFERSON TOWNSHIP – The Jefferson Township Police Department released its February 2026 Monthly Report, highlighting a busy month of enforcement activity, community engagement, and emergency response.

Officers conducted 233 motor vehicle stops and responded to 55 motor vehicle crashes, including a DWI-related crash on Berkshire Valley Road in which the driver fled into nearby woods before being located with assistance from the Morris County Sheriff’s Office K-9 unit and placed under arrest.

The department also reported 3,996 calls for service, along with 1,536 property checks and 291 school checks, demonstrating a continued commitment to proactive policing and community safety.

In addition, officers handled 92 EMS calls, 14 disputes, 10 school drills, and 7 adult arrests during the month.

Community policing efforts remained strong, including participation in local events such as “Police Officer Pie in the Face,” Wizards basketball activities, and a viral social media video featuring School Resource and Class III officers at Briggs School that garnered over 6.1 million views.

Notable incidents also included an intoxicated and disorderly person arrest at a local establishment and a dumpster fire at Camp Jefferson, which was quickly contained by the Jefferson Township Fire Department.

The department continues to support the state’s “Goal: Zero” campaign, aimed at eliminating traffic fatalities through education and enforcement.

The Dover PBA Local 107 is inviting the community to its highly anticipated 21st Annual Beefsteak Dinner, set for Friday, May 1, 2026.

The popular annual tradition will feature a full evening of great food, live music, and community camaraderie. Doors open at 7:00 p.m., with food service beginning at 7:30 p.m.

Guests will enjoy a classic beefsteak dinner complete with salad, dessert, and beverages including beer, wine, and soda. Each ticket also includes a door prize entry, adding even more excitement to the evening.

Tickets are priced at $75 per person and must be purchased in advance through a PBA member. Organizers emphasize that no tickets will be sold at the door, as the event is expected to sell out.

Florham Park Police Department Opens Applications for 2026 Junior Police Academy

FLORHAM PARK — The Florham Park Police Department has announced that applications are nowe open for its 2026 Junior Police Academy, offering local middle school students a unique opportunity to experience law enforcement training and leadership development.

The program will take place Monday, June 29 through Friday, July 3, at Florham Park Police Headquarters, located at 111 Ridgedale Avenue.

The Junior Police Academy is open to Florham Park residents who will be entering 6th, 7th, or 8th grade in September 2026. Participation is limited to 30 eligible applicants, and completed applications must be submitted by Monday, April 13, 2026.

The academy is designed to give young residents a hands-on introduction to police work, teamwork, and personal responsibility. Cadets will participate in a five-day, fully supervised academy experience, which includes structured physical training, educational activities, and leadership exercises led by members of the Florham Park Police Department.

The $250 registration fee includes academy uniforms, a water bottle, basic first aid training, a graduation certificate, and a commemorative challenge coin. Cadets and their families will also be invited to attend a graduation pizza party at the conclusion of the program.

Participants should be prepared for daily physical training activities, including exercises and group runs. Applicants must also submit a medical release signed by a physician prior to the start of the academy.

Comedian Rich Carucci, known for his quick wit and relatable humor, will headline the Madison Area Chamber of Commerce Comedy Night on April 23.

MADISON — The Madison Area Chamber of Commerce will host its third Comedy Night at 7:00 p.m. on Thursday, April 23, at the Madison Community Arts Center.

The evening will feature a lineup of comedians including Rich Carucci, “The Coach,” and Andrew Lee, promising a night of laughter and entertainment for attendees.

MADISON — The Madison Elks Lodge will host its Red, White & Blueberry Pancake Breakfast on Sunday, March 22, from 8:30 a.m. to 12:30 p.m. at 192 Main Street, Madison, celebrating the 250th anniversary of the United States.

The community event will feature a full breakfast menu including pancakes topped with fruit, sausage, bacon, coffee, and juice. Admission is $20 for adults and $5 for children ages 10 and under. Veterans will receive a complimentary breakfast.

Proceeds from the event will benefit the Tunnel to Towers Foundation, supporting its mission to honor first responders, military heroes, and their families.

Entertainment will be provided by Spotlight Kids Company, adding to the festive and family-friendly atmosphere.
