DOVER — A Dover man was charged with Driving While Intoxicated early Sunday, September 6, after police said he failed to yield to a patrol car on East Blackwell Street.
Edvin O. Munoz Martinez, 30, was arrested by Dover Police Officer Ulises Corona following the stop at 1:52 a.m., according to police reports.
Officer Corona was patrolling east on East Blackwell Street when a beige 2007 Jeep Liberty pulling out of the entrance to Pancho Villa Rodeo Bar and Grill, heading west, failed to yield to the patrol car as it was making a left turn, according to the report. The Jeep also had its high beams on before entering the street. Officer Corona turned around and stopped the vehicle at the corner of Mercer Street.
Officer Corona detected the odor of alcohol coming from the vehicle and asked Munoz Martinez to step out. When asked how much he had to drink, Munoz Martinez said two beers, according to the report. Officer Rubens Moreau arrived to assist.
Munoz Martinez performed poorly on a series of field sobriety tests, according to police. During the Walk and Turn test, he stumbled, turned in the wrong direction and leaned to the right for balance. During the One Leg Stand test, he lost his balance several times and did not count as instructed.
Munoz Martinez was placed under arrest. A search of the vehicle found four open glass bottles of beer in the back seat, according to the report. The vehicle was impounded by Bunky’s Towing.
At police headquarters, Munoz Martinez agreed to provide breath samples. The Alcotest instrument recorded a blood alcohol content of 0.182 percent, more than twice the legal limit of 0.08 percent.
Munoz Martinez was charged with:
- Driving While Intoxicated (N.J.S.A. 39:4-50)
- Reckless Driving (N.J.S.A. 39:4-96)

He was issued the summonses and released to a family member.
